I could set up a Hurley forum on here if anyone was interested. It can be members only if required, and could be moderated.

Speaking for myself, anyway.
It would probably need to be sold to to the group though, through the moderator, Martin. Eejits have breenged in, in the past, with offers of alternatives which seemed more like hostile takeover bids and were met with considerable resistance from many - myself included.
There are apparently 392 registered and we average 2-3 posts per day. There's also a very primitive database of members' boats, an under-used links section though someone (not me!) has posted a link to my blog and a small files section which we've filled with large photos since the small photos section got filled with small photos.
What could you offer?

I was just thinking of hosting a forum here for them . . . not a separate website.
I could also give them a gallery though, and a links page if they wanted one.

The one thing that the Yahoo group really lacks (apart from decent forum software of course) is an easy way for members to show photos and this is the expensive bit as you know. I'm quite happy with posting img tags to a Photobucket album on my blog but many are not even as techno-savvy as this! Some are currently using a Yahoo photo album but the allowed image size is quite small and I imagine your gallery would be similar.
Perhaps I'll do a tutorial on setting up a Photobucket album, a Yotblog for links to Photobucket and posting blog urls in the Yahoo links section.
Maybe I'll just have another glass of wine.
