I've read that this piece of software will enable my ais transponderthingumibob to bare its wares on my laptop programme (Maxsea)

It will indeed but as a standalone program. It will not run if a program using the AIS is open.

Oh Bollocks. So, I open my maxsea on the laptop and plug the ais thingy in, nothing happens. what is the missing component?

Plug your AIS thingy in then open ProAIS2 to configure it with your MMSI etc. You have RTFM'd, haven't you?

In engineering terminology, RTFM is the final and last resort of any fault-finding and repair process only to be considered once all other options have been tried unsuccessfully.
Usually undertaken once the faulty system has been stripped down to base components spread across the bench, some of which turn out to be surplus to requirements once the unit is re-assembled and still works without them.
I have resorted to RTFM once or twice, although avoid it wherever possible.
