PERHAPS
Perhaps its just me, but I find it a little difficult to get excited about what is going to happen in seven years time, and if everyone is correct about global warming perhaps the water in the loch will have evaporated by then or the ice poles will have melted and it won't be a loch but part of a huge sea.
I sail the east coast summer and winter. my boat only comes out of the water to be anti fouled or if I run aground.

A navigable channel for cruisers to/from Hogganfield would give the area a big boost in the tourism department imho.
