Hard to figure what all has gone wrong. Engine failure approaching harbour initially, presumably, since the outboard is in the water in the earlier pics. Then the jib jamming in the hoist while trying to get steerage under sail? At first sight the breeze appears light but noticing the white caps further out I guess it was actually quite fresh.

If it was then perhaps he missed picking it up and was blown ashore. But it seems a horribly exposed place for a mooring.
