It appears the SNP are trying to add the Coastguard to the Scotland Bill at Westminster to be a devolved power. Sometimes I think the Assembly is a waste of space, I had great hopes of a non-confrontational, consensual, will-of-the-people democracy which hasn't happened but every so often there is something that makes me glad I voted "Yes". Probably won't happen 'cos the englanders won't let it.

We can only hope. I think it's a Parliament though, more than a mere 'assembly' and as a well-known and vigorous arguer I'm suprised that you expect consensus about anything. Isn't debate and disagreement the essence of democracy? Maybe we could have an argument about that?
