Well there is no one keeping a lookout, so it must be stationary, and I presume therefore it should have a black ball up? Also, no ensign. Must be a local craft though, no courtesy flag.
From the photo from the 'Spot The Mistake' MCA Training manual, I presume it is on exercise near the MCA Training Facility.
