I don't pretend to have a solution to this complex problem, and I don't criticize the actions of these Dutch Sailors in any way but the following still made me grin:

earlier this year a Dutch patrol captured several pirates after it had come under attack – apparently the Somalis had mistaken the naval vessel for an oil tanker. Not knowing what to do with their captives after confiscating their weapons, the Dutch sailors put them back in their skiff. But the pirates were unable to leave: they had counted on siphoning fuel from a captured ship for the return voyage. The Dutch ended up filling the pirates’ fuel tank so that they could get back to Somalia.
