SURELY!!!!!
The crime is also not securing their national Secret/Top Secret (codeword) data.
Who setup their system/systems, who manages their systems and doesn’t know their subject well enough to understand the requirements. Who put a financial limit on the installation, design, implementation and testing of their (obviously inadequate) systems?
Surely these people should be identified and held to account?
Also one of the ways is to use an independent screened network and only use hard (controlled and signed for) data for transfer with responsible and reliable members of staff..... now there's a thought!
