Has anyone else heard the suggestion that Libya has offered to part-fund the new Forth Bridge?

Not until now! Perhaps we could persuade the grateful Libyans to pop a few million into the Edinburgh tram fiasco so that it might actually get somewhere. Do you think the US knows that wee Eck has given refuge to Osama Bin Laden in the Campsie Hills?
