After Seahorses and Eel Grass - Kelp?

While trawling through the Marine (Scotland) Act I noticed that a licence will be required for collecting seaweed. Does that mean that us yachties, who, aggregated annually, must drag up several hundred tons of the stuff, will need a licence to anchor? And given the state of some boats in marinas, will hull cleaning be controlled to protect the stuff?
