Yes it is illegal. A fishing boat skipper was fined recently for electric fishing in the Clyde after the FP divers went down and recovered the elec gear which they observed him dumping over board in order to avoid detection. What an unsociable time of night to blow down a structure, 10pm.
It will probably be too dark to see anything by then.
I pity any elderly people just snugging up in bed to be scared wittless by the big bang and/or vibration.
